Thomas Hoerz studied Agriculture in Hohenheim, Germany and Refugee Assistance in Oxford, UK. In 1990 he started to work abroad in a GTZ food security program in Tanzania, moved later to food assistance with GTZ in East Africa and continued humanitarian work with Oxfam, the World Food Programme, UNHCR, FAO and several NGOs. During part of the 1990s he focused on household energy and environmental stabilization in refugee hosting areas. Thomas Hoerz headed the German humanitarian "Diakonie Katastrophenhilfe" as program director in 2004/5 and joined AGEG in 2007 as an independent consultant. Since then he has evaluated several humanitarian projects and programs, among them several studies for the “German Humanitarian Assistance Abroad” system evaluation. Between evaluations and in a series of missions, he managed programs in China for FAO (earthquake, agriculture) and for GIZ in Afghanistan (complex emergency, food security).
